According to that article, he is in the medical ward. I am sure that keeps him out of GenPop and away from most danger. Plus that bum look must keep the most amorous of spooks or cholos from wanting to put their dick in him in any way.
He is probably getting as many medical procedures done on the governments dime as he can.
