Make guns like cars. Gotta pass a test to be a licensed owner, register 'em like cars. Phase it in over a couple years, with an enticing buy-back program. Just some more paperwork for hunters and home defenders, legitimate gun owners. Gun without a license or registration would get you in trouble. Mental cases and crooks get no license. Let the cops take the unregistered handguns off the street. Do all guns have serial numbers on them? That would help. This would save a lot of lives, and pass muster with the 2nd Amendment.
