The fact is that these things are not the normal way things are. That's why they're news. The truth is, in a free society, or even a not so free society, the government can't keep an eye on everyone. Nor can the medical system. People are simply going to slip through whatever kind of screening might be given.

It's going to happen, hopefully not often. You just can't stop everything.
