Yes, that is Steve Hill aka Steve Driver. He used to wear these monster hands (furry werewolf mitts) at the bukakkes and yell "Monster Handssssss!" In the past year he kind of quit the bukakes to act in other productions- usually lower grade production companies where he'd be guy #6 in the bj line. He's often seen at porn parties as well, showing random people who end up laughing or looking very puzzled (usually civilians) kodak style prints of him in various sex acts.
