My first thought too - that's incredible stupid even by PW standards. And if you look close it _is_ a little red, presumably an infection starting, right at the piercings.

And no "competent" tattoo guy or whoever is going to do a piercing there. She had to get that done by someone "underground", even by tattoo shop standards...
