We already know that some of those evil banks (like Wells Fargo) were forced to take TARP funds against their will. The rationale was that if all of the larger banks don't accept funds, the ones that do will be negatively stigmatized (boo-fuckin'-hoo). Well now some of these evil banks would like to pay back the TARP money with interest. Of course, the socialist Obama administration doesn't want the money. It wants C-O-N-T-R-O-L.
