My language that he was going "gut" NCLB was a bit extreme. He is going to reform it in many of the ways you mentioned. Having only a single test per year and also making progress assesments based on relative acheivement, not fixed goals.

As he's said in many of his town halls, he wants teachers free to be "creative and inspiring".
