Pick one of these then:

Association, body politic, brotherhood, center, colony, commonality, commonwealth, company, district, general public, hamlet, jungle, locality, nation, neighborhood, people, populace, public, residents, society, state, territory, turf.

I think body politic has a nice ring to it myself.
