Yeah, true, but Harry was more of a pitbull than a planner, being the son-in-law of Treasury Secretary Andrew J. Mellon. Mellon was one of the industrialists who made a shit ton of money off of German patents (seized as WWI reparations) for products that competed with Hemp. Also, Prior to this, Harry was in charge of the Prohibition office and knew he'd need a new job when that went bust.
