It's an apparently valid UK mobile phone number probably on the T-mobile network. Not any sort of astronomical premium rate, but still quite expensive to call from the USA. It could belong to someone he doesn't like, but from this guy's behavior profile I suspect it probably is his own. I contemplated sending a text message, but then I figured I'd just be pandering to his desperate need for attention.
