The very first Internet business, Brad Templeton's Clarinet, was delivered by P2P (although the term P2P hadn't been invented yet). Before the DNS system was introduced everything on the Internet (arpanet) was peer-to-peer. Nothing wrong with any of that.

But I'm guessing he means pirated clips from porn videos, and that is a no-no.
