I should have been more clear- In this context "they" is the man, policia, the G-Men. The other agencies will be cooperating with police to keep from going down. They'll collect the escorts and johns as they come straggling in.

that's so dumb to assume credit-cards are of any use in avoiding a bust. they issue a card along with skeleton personal history to almost every badge in "deep" cover(meaning they don't go back to their other identity when the workday ends).
so basically, the guy you're trying to identify is going to check out fine. if all they're doing is a quick background check or stuff with a mailing addy, you wouldn't even need to be that undercover at all to get through their screening.
