thinking about it now I can't recall grades ever coming up in an interview, even for a college hire

Thank God

Heh – you say that without knowing the alternative... I did interviews at a lab bench with a logic analyzer, oscilloscope and various meters, PCBs that didn't work, soldiering iron to fix them, source code to buggy firmware w/ build tools to test fixes, incomplete algorithms on a whiteboard... It was like a surprise final exam, except that the victim had a paycheck riding on it.

In porn terms it's like Jeff telling a wannabe-director “Here's a camera; shoot a scene and we'll review the final edit after lunch. BTW, the whore flaked, we can't find the cables for the lights, one of the studs forgot his AIM test, the parole officer is trying to find the other, and nobody is sure exactly what the address is of the house we rented for location.”

What GPA did they cut off at? How does Personnel know which engineers are good vs. bad?

I don't know what their cut-off was. Every year before recruiting season I sat down and told the people going on campus visits what to look for, mainly people who had actually built something, however minor, they could show and talk about. I wasn't interested in a robo-grad – someone whose only apparent interest in the field appeared to be coursework.
