I'm not sure since people often do get second chances and banned again. There is one stinky primate that has been banned and reinstated so many times I've lost track.

There are ten user ID's banned right now.

One was self-requested.
Two are aliases for a once-banned user whose main ID is now unbanned.
One was a pedo.
Three were stalkers.
One was banned for being Sammura.

Two I don't remember what they did? Maybe pirating videos?
