It's an ID requirement, right? Not a citizenship or residency thing but rather having the right kind of ID? If that's the case then it goes against treaty (same as law) requiring the US to honor foreign IDs with some countries. No telling if any judges would be willing to go there or not, and I assume the FSC is focusing on the "secondary producer" issue.
