This was the rules when it begun;

"About The Contest
35 different women will compete for first and second prizes by asking fans to vote for them as America's best cocksucker. Fans can vote on this website (http://www.cocksuckerscontest.com). Voting will end on December 24, 2004 12:00 AM Eastern Standard Time. The top six cocksuckers will attend the 2005 CES show in Las Vegas, Nevada, where they will sign autographs and answer questions at the LGI Digital booth.

The first place winner of the contest will receive $10,000.
The runner up will receive $3000.

All prizes will be awarded at the 2005 CES show.

Contestants signing will be given a fee for the signing and free transportation, food, and lodging during the show.

The director will hire 7 veteran male talents. They will discuss with one female judge and one male judge who they think is the best and why. Discussions should be limited to no more than 3 minutes each.
Voting
One contestant from each movie will be voted to go as a finalist for the prizes awarded at CES. Fans will vote 1 female per movie who they think is the best cocksucker for that movie. Voting for the five finalists will end on December 24, 2004 12:00AM Eastern Standard Time. The five finalists will be announced on the website December 25, 2004. On December 25, 2004, voting will begin for the best overall cocksucker from the five finalists named. Voting for the best cocksucker will end on 4:00PM Eastern Standard Time the day of the award show.
Awarding Of Prize
The winner will be announced at 5:00PM Pacific Time on the Saturday of the CES show. The winners must be present for the announcement and must have fulfilled their obligation as stated above. If the winner is not present or has not fulfilled their obligations, the prize will be awarded to the next contestant with the most percentage of votes."
