The government, and the pharmaceutical companies, don't want you to become addicted to drugs outside it's sphere of control. Heroin, LSD, MJ, and the like are strictly verboten. If you want to waste your life on alcohol, that's fine. If you become addicted to prescription drugs hey no problem at least were all still making money.
