MPEG is like JPEG in that you can crank down the image quality settings to make it fit into smaller space. A DVD-R is half the space of a DVD-9 so when deciding between two videos the DVD-R has a risk of low MPEG quality.

Also, a DVD-R doesn't have the extra space for Behind-The-Scenes or other extras. A DVD-9 can deliver more for your dollar if the director wants to do it.
