Not every country finishes primary education and begins "college" at the same age. Some countries begin diverging between "trade school" and "college" paths at 14 or 15.

The only way to figure out Melissa's case is to look at how many years she spent at each school and whether the education and classmates were "general population" or "targeted job skills".

The American system of keep all kids in the same general population all the way through 18 years old has never made a lot of sense to me - graduate the smart kids to better schools early, and work on burger-flip skills with the rest rather than algebra and such.
