Hard to know what we're really looking at. This 'they're hoarding the food' thing goes back to Robespierre and the Jacobins bullshitting the plebs to justify the Terror, Lenin and Trotsky pulled the same stunt during the Civil War, so I'd take it all with a grain of salt.
