You are from the U.S. so the agencies will gouge you. Try partnering up with a local producer or make an offer to the agent of what you can afford.

I shot "7 the Hard Way" in Prague for Vince Vouyer years ago. 8 people on a bed caused the frame to break. The location owner and agent got together and claimed it was valuable. They demanded something crazy like $1,000. I called Vince and his advice was to throw $200 on the floor and run. Instead, one of the talent noticed a price tag still attached to the cheap pressboard. It cost less than $100.
