It looks like cops in Paris are given the choice to carry or not carry hand guns. The cops at train stations, airports, public buildings and places like that carry weapons. I read two cops who came across the two thugs were bike-mounted and neither carried guns. The one who was shot point blank when he was down also didn't carry. About the personal body guard, I am not sure.
Additionally, the black female cop killed in the second incident was a traffic cop and they don't seem to carry.
