I think it started with some common sense shit for preserving the common peace (Dont beat the guy in the next cave because he's an idiot and maybe he won't do the same back atcha; don't fuck your brother's wife and maybe he won't kill you) along with some dietary advice that reflected the times (don't eat shit that will go bad unless you can salt the fuck out of it and maybe we'll live long enough to invent refrigeration), and the bipolar spook upstairs was just to scare the stupid.
