I hope that technology will catch up so that when you are born a nanobot is injected in and keeps you from having kids until you can get a breeding license from the gov't. God, Fascism will be so much better in the future.

Problem is that if you start instituting these regulations, no one will qualify for parenthood. Most parents are sub-par by my estimation.

Thats why I say we need technology to help. Non-permanent sterilization at birth. Removed when tests are completed.
If you wanna go low-tech the chinese have a simple system of taxing the living shit out of any couple having more than two kids. They also offer tax relief to anyone who gets sterilized. They have a culture of shame that helps keep the teenagers in line. We'd have to find a substitute for that.
