Why can't we outsource prisons to countries where they are cheaper to run, like we do with manufacturing and call centers? Why house 25-lifers here, if we could set up prisons to our standards in Asia, Africa or South America.

Say a guy is sentenced to 40yrs for a couple rapes. Tell him he can serve 30yrs in China, or 20 if he stays there when he is released.
