Isn't the age of consent on a sliding scale? Its legal for the 16 year old in Jersey to consent to sex with a 19 year old but its illegal for that 16 year old to consent with a 40 year old. No. 16 is the age that there are no restrictions, besides an authority figure (parent/guardian/teacher/boss). 13-15 can consent, but the other person can be no more than 4 years older. They do that so a high school senior don't get locked up for boning a freshman, as they are peers.
