eastern europe and the CIS have the highest rates of new infections in the world and if you assume the guys there fit into the sexually active sub-45yo demographic statistically there should be 1-2 HIV+ guys out of 65 depending on what you want to do with a few variables. with the language barrier, medical communities playing catchup in those countries and deep/widespread corruption making everything negotiable from my experiences over there-i'd be leery of accepting tests as the domestic equivalents of reliability.
