Yes. If a thread ever got removed, it was generally "moved" to an area Malice created for people with admin access. Mods can't access the admin forum, us regulars can't access the mod forum, etc etc. At least that's the way it was on the old board software before it switched to UBB.

I used to be part of another board that had a feature called "One Touch Ban & Clean" which would ban the user, his/her IP, and delete every post they ever made. No such feature here.
