Have you ever seen the old newsreels of Dwight Eisenhower talking about new-que-lar weapons, or however he pronounced it? And he had been thoroughly briefed on it as far back as the start of the Manhattan project and never did learn to pronounce it.
Carter probably had the best education of any president in the last century but he doesn't seem to have let that get in his way. The Three Mile Island episode is about the only time it did him any good, and that was because he had credibility for understanding the issue in a way that none of the plant people apparently could.
I would pick Theodore Roosevelt as the best president of the last century, maybe since the early 1800's. He was very much a man of his time and might not do well now, but judged in the context of his era he was impressive. And, he was well educated - better educated compared to the public than Carter by far (he actually wrote a long scientific paper in the middle of a presidential campaign!). His scientific background (as well as his Montana(?) ranch) are why we have the National Park System today.
