The most redundant, fast and safe option should be RAID 10, but then it becomes several thousand dollars if serious storage is needed.
16 TB in RAID 10 should cost quite a lot and rotating hard disks can really hold up the show on current systems. Some bloatware, some malware, some anti-malware and it's easily crippled for the type of user who isn't versed in the dark arts of technology.
It's geriatric tech and SSDs are still on the raking end of pricing.
