Tatty's right, actually it was never the CRTC who said anything about that tune, it was the Canadian Broadcast Standards Council, which is the industry's own regulatory body that deals with complaints to try and avoid them ever showing up in front of the CRTC. The CRTC actually asked the CBSC to reconsider the decision.

The CBSC ruling only applies to their own members and has no force of law and so is pretty much voluntary, so as Tatty says 'ban' is inaccurate, typical shitty reporting by RS.

And let's not forget that the FCC heavily fined the networks because the likes of Bono and Cher said 'fuck' during live broadcasts. That shit has just been overturned by the Supreme Court (wtf?) but more on a technicality than freedom of speech grounds.
