Odd place for an odd argument.

That is most definitely rebar in that photo and to my trained eye it looks like rebar in a footing yet to be poured rather than rebar exposed by a storm surge that somehow dissolved all the concrete poured around it. My point is, if the rebar and foundations in that photo get built upon, it will digest itself in a very few years. If rebar is needed at all up there when you build on top of rock it's for seismic purposes.
