A comment by Investor612 on that Economist page put it very succinctly: "A stupid and meaningless map and figures. States with lots of military per capita are net recipients. States with lots of corporate headquarters are net payers. That interstate highway through Kansas means Kansas gets a lot of federal money, but try getting your California produce in New York without it."

In particular military bases are big spenders of Federal money, and the Admiral has direct experience with all the base closures in Blue states, which Do. Not. Want. military people, period.
