They're just happy people show up. I haven't dealt with INS since they were folded into the Department of Homeland Security in 2001, but it was a joke. No matter who you were, you'd have to queue up at 4:00 am at some seedy office just to make your "appointment," which only has a vague resemblance to what we call "appointments" in the English language.

I have a friend that got into the country on some kind of rich people's program. She's loaded, and her dad's one of the richest men in Asia. She's doesn't even work, just lives off what her dad sends to her. But here's the thing: the INS, after Congress passed the guidelines on how this rich people's program would work, has no idea what to do. It's been four or five years now, and her case just keeps waiting for "advisement" from the legislative branch. She's legal, but her citizenship is in limbo. And did I mention she's filthy fucking rich? It's hilarious how inept they are. From her situation, I guess all they did was change the letterhead.
