I'm not quite sure I understand.

Maybe I didn't explain it clearly. What I mean is this:

In every organization/institution/company, people will rise through the hierarchy until they reach a level, where they find themselves completely out of their depths. They have no idea how to handle the responibilities the 'new' job brings them, so they grasp at the straw of power which comes with the 'new' job. (There is a name for this principle, but I don't recall.)

have2cit was an amusing character before assuming his role as global mod. Stupid, but amusing. A bit like a circus animal: at the crack of the whip, it jumped through hoops.
Now, he has no idea what he is supposed to do. It has been explained to him, but he just doesn't understand. He resorts to the power tools that came with the global mod job. No finesse or subtlety, just brutal force.

Sad and painful to see, but not less real.
