They had that rule when I worked in an office in a pharmaceutical company. You also couldn't look up and down a woman. There were something like 8 women for every man that worked there and some of those women dressed to tease and tempt the straight guys not to mention the overt flirting. It was a weird environment. Alot of ingrained male behavior was against the rules or highly frowned upon. Middle management was almost all women.

When I first started working there I went to take a piss and there was a guy in the men's room throwing a tantrum and ranting about the cunts and bitches. I thought he was a mental case then 6 months later I was doing the same fucking thing. The men's room was like the only place you could let out your frustration and then you had to be careful there wasn't a gossipy faggot in there. It was kind of funny that when one of the known homos entered the men;s room all the straight guys would clear out like a chinese fire drill. I mean dudes would cut off taking a piss mid stream to zip up and leave. There were 4 known faggots on our floor. One was an absolutely flaming black guy that even most of the women hated.
