The last year of the previous CBA was an uncapped year. Now the NFL didn't tell teams to not spend, but they did tell teams not to dump money in order to circumvent the cap in the following seasons. Today, the NFL came out with penalties to offending teams. The Cowboys have been docked $10 million in cap space, to be distributed over the next 2 seasons. The Redskins have been docked $36 million in cap space, that again can be spread over 2 years. So much for being able to put a team around RG3.
The money will still have to be spent, to appease the players, so it will be divided up and added to the cap # of the rest of the league, with the exceptions of the Raiders and the Saints, who must have done a small amount of funny business.
The one incident that was mentioned was Miles Austin receiving a 17mill base salary, so no bonus money would be pro rated through the rest of the contract.
