When I was guerrilla farming in the 90s I had good success using red devil lye to kill off small animals that were eating my plants. I spread it around on the ground around holes or obvious paths away from my plants. I guess they licked it off their feet and died. I'm not sure if it would work on a beaver though and it would be a hazard if you have any pets like dogs or cats.
