I thought they went after uploaders/seeders. I always just set my torrent client to not upload data. I set the upload bandwidth to zero. I don't know how the law is written but with torrents you can be downloading small bits of data from multiple sources where it gets combined on the client user's computer so when sharing torrents you aren't sharing complete working data just small pieces of the larger file. Back on usenet people used to upload incomplete split rars or ace files that had been parsed then under a different account another person would post the Par files in a separate group. The user then had to use a par tool to rebuild the missing data on their computer to get a complete set of split rars or ace files that could extracted using winrar or winace. The belief was that the uploader couldn't be guilty of sharing A movie , book or music becasue they never uploaded a complete usable set of data.
