I think that everyone outside Quebec has restrictions.

US people can't use it in Canada, but pay no taxes.

Non-Quebec Canadians can use it anywhere but Quebec, but have to pay GST/HST.

And people in Quebec can use it anywhere but in addition to GST/HST they have to pay QST.
