Macy's has a lot of mailers/circulars that they mail out. The more stuff you buy the more stuff you will get in the mail. It also has to do with your purchase level. A person who spends too little money will get a mailer with the "exceptions coupon" while a person who spends like $15,000/year at Macy's will get the same exact circular but with the coupon that has less exceptions. I seen the same circulars with different coupons side by side.
