And here. In the UK someone can be detained up to 28 days for evaluation under section 4 of the Mental Health Act. It's known as being "sectioned".

It happened to the father of a friend of mine. In his case it took many years of writing crazy letters to the Queen, the Prime Minister and anyone else he perceived to be in power. He complained about the plot, apparently involving MI6, to silence him by poisoning him with toxic chemicals in his apartment. The guy was banned from seeing his younger children because he blurted out the same shit at a custody hearing.

Can't blame them for taking action, in fact I was surprised and somewhat dismayed that they let him go after evaluation without any compulsory treatment. He seemed like a harmless nut, but it's hard to know whether a perscution complex may flip over into fighting back against the perceived oppressor.
