Having done time in the the DMCA response side of this equation, Google et.al. doesn't have much vested interest in quick responses. If the DMCA agents had a way of tipping out to the DMCA enforcers in the ISP and hosting worlds, that would go a long way toward "solving the problem". Even micro-payments add up when there are millions of offenders.
Mostly its all stick and no carrot until the ISPs find a way to be the paid agents. Not really a hard problem to solve after that.
One way of paying them would be to simply be a fully owned subsidiary. On paper that raises their revenue, improves their stock price metrics (price to sales, etc) and so the execs and vested employees get better stock rewards.
The DMCA agent gets more credibility, better tools, and more cooperation. The porn makers get more $$ from paying customers. Everyone wins but the pirate.
