Here is what I recall from reading about this the last time it occurred. When a performer is quarantined, AIM removes that individual's information from its database so their current test results cannot be checked or verified. Assuming that accepted procedures are followed, that prevents the performer from working.
What caused such a stir in 2009 was that the director (reportedly Tom Moore) allowed a female performer to work without having a current test. She had just been tested but the test results had been delayed for a second lab analysis because of a positive finding. Luckily she didn't infect anyone else she worked with on that occasion. She had worked very infrequently and so it was generally accepted that she became infected by contact outside the porn industry.
Judging from Tom Moore's background. I have a hunch that whatever he was filming involved at least some male-male bisexual/homosexual activity. He probably chose her for the scene because he knew that she was comfortable with it and it may well have been part of her private lifestyle.
