Skinhead culture is a thing in and of itself. Hate punk is punk music with the general theme of racial hatred. They could be related but aren't necessarily.

Like I'm pretty sure you are Latino. You and some buddies could get together and make a hate punk band. You just have to pick something to hate at pretty much.

EDIT: The idea of hate music is pretty broad. And as a band it's up to you, since your band will be latino people you just shouldn't hate latinos and it'll fly as a hate band. I am sure you can work in some way to hate latinos also (see "The People Haters").

Main thing is you have to hate. You could start a hate band about how much you hate the elderly.

I remember writing lyrics to a fake Musilm hate band drunkenly many years ago, we were all gonna grow beards and call it "Jihad!".
