Government employees have an entitlement mentality when it comes to computers. They think that the terminal on the desk is their personal property and that they are free to shit it up as they please. They used to be notorious for not wanting to pay for internet access. Those motherfuckers would swipe stacks of the AOL cd-roms and change their screen names every couple of months just so they could weasel their way out of paying for internet. Other people do it too, but none are as bad as government workers.
