I'm no expert on the term, but the NY Irish I knew [including my relatives] used it for anyone who was Irish and had dark hair and brown eyes.

My high school English teacher, who was very Spanish looking, claimed his Black Irish roots were from crashed sailors from the Spanish Armada.
