This one doesn't look like a Halliburton problem. BP did a pressure test which failed, did another test to check which also failed. That means there's a leak. BP then goes ahead anyway with activities which reduce the "back-pressure" on the well.
Even if the cement composition eventually turns out not to be what BP ordered, the basic error has to be not stopping when the pressure tests fail more than once.

The original "terrorism" claim came from the (Obama) government, not from the right wing. That was squashed by the next day and was probably bureaucrats squabbling over jusisdiction and funding (it's been a constant problem with the FBI for years trying to get into every investigation that might get TV face time).
