Yes, but getting a placard is easy, need it or not, Anyone who can walk into the strip club from that spot could walk in from a non-handicap 20 feet away.

The guy in the wheelchair, on the other hand, probably has to have 3 feet minimum clearance on the side to get to his car door, fold up the wheelchair and put it behind the driver seat. That non-handicap spot 20 feet away won't work. A power wheelchair van needs eight feet of side clearance.

There *are* people who will have trouble walking that extra 20 feet. But if 20 feet isn't doable then neither is walking in the bar in the first place.
