This is how the EID road bombs in Iraq triggered the manufacture of the MRAP armored vehicles, and billions of dollars were invested in making them. If no one dies then it is boring and unprofitable, when you get these deaths then people start talking and then the money starts flowing. It is in America's best interest that a couple of soldiers die here and then, but in the end the whole nation benefits from it. Look, theres a plenty of people in USA who can be soldiers, they are pretty much expendeble and you know it. If one dies then theres someone at the bootcamp who will not mind replacing the casualty.
